Cedar holds color and resists rot without treatment, and costs more. Pressure treated is the value pick and takes stain well. We quote both so the difference is a number, not an opinion.
When should I stain it?
Wait until the wood dries out, usually a few months after install. Staining wet lumber traps moisture and the finish will not hold.
